Latvian state scholarships

In accordance with bilateral agreements on co-operation in education and science concluded between Latvian government and a few countries Latvia offers scholarships to foreign students, researchers and teaching staff for studies, research and participation in summer schools in Latvian higher education institutions (HEIs) in the 2019/2020 academic year. The Ministry of Education and Science of Latvia has delegated the administration of the Latvian state scholarships to the State Education Development Agency (Valsts izglītības attīstības aģentūra – VIAA).

My name is Ilya Jackson, a PhD student and Latvian state scholarship holder. I am currently studying for a doctoral degree at the Transport and Telecommunication Institute in Riga as part of the programme “Telematics and logistics”. Based on my work experience, I came to a conclusion that logistics in general and inventory management in particular lack the scientific approach and mathematical methodology. Unfortunately, this deficiency may cause entire sectors of economy to stagnate. Nevertheless, the Stone Age did not end for a lack of stones. This field unambiguously needs a breath of fresh air and new solutions.

I found Latvia in general and Transport and Telecommunication Institute in particular the best possible platform for my research for several reasons.

Firstly, according to the report of the Latvian Ministry of Economics in 2015, logistics accounts for more than 10% of total Latvian GDP, which promotes the rapid development and digitalization in the field. Secondly, the Transport and Telecommunication Institute has fascinating history, perfect reputation and strong cross-disciplinary focus. Lastly, I considered this programme as a great opportunity to get in touch with Latvian culture, language and educational system that I genuinely appreciate.

Latvian state scholarship helped me a lot removing the financial constrains that tremendously restrained the potential of my research dedicated to the applications of artificial intelligence in inventory management and logistics.

Moreover, this scholarship has inspired and endowed the unlimited motivation.

I am cordially thankful for that and sincerely hope that my work will eventually contribute to science and serve Latvian economy.

Scholarship of the European Social Fund (2009 - 2013)

For doctoral students about the project

During the project, the grant of the European Social Fund, aimed at the acquisition of the program and the scientific degree within the framework of the project "Atbalsts Transporta un sakaru institūta doktora studiju programmas" Telemātika un loģistika "īstenošanai" (“Support of implementation of doctoral study program “Telematics and Logistics” at Transport and Communications Institute”) was given to 26 doctoral students and candidates for a degree.

Within the framework of the project, the doctoral students made more than 70 presentations at international conferences.

Within the framework of the project for the doctoral studies, a close cooperation with higher education establishments, such as Fraunhofer Institute for Factory Operation and Automation in Magdeburg (Germany) and Vilnius Gediminas Technical University (Lithuania) was established. Our doctoral students and students acquiring a degree made presentations at seminars and conferences organized by these institutions of higher education.

With the help of this project, it was managed not only to help students succeed in doctoral studies and to participate with the results of their research in international conferences, but also to invite world-renowned scientists to conduct courses and seminars for doctoral students.

The following scientists from prestigious universities of Latvia, as well as from abroad, appeared with guest lectures to doctoral students:

b.  Vladimir Rykov, Professor, Dr.sc.ing., lecture course „Uzticamība, drošība, risks: metodoloģiskie aspekti” („Reliability, Safety, Risk: Methodological Aspects”).

c.  Ija Niedole, Professor, Dr.sc.ing., lecture course „Satiksmes sistēma teritorijas plānošanā”.

d.  Arkādijs Borisovs, Professor, Dr.habil.sc.comp., lecture course „Intelektuālās sistēmas”.
