Description

InterBaltic - Promote development of a logistic corridor around the Baltic Sea

Project's idea

The InterBaltic project is initiated by the CPMR Baltic Sea Commission and seconded by the Baltic Development Forum based on the assumption that there will be a huge increase in transportation and logistics related to the Baltic sea  region. This situation will affect business development and living conditions in general, and thus the call for important political decisions. The main focus of the project will be to develop practical actions in a partnership between the public and private sector based on a common strategic platform.

The project complies with TEN, Motorways of the Sea, The Northern Dimension and national/supranational politics and objectives.

The project consists of 4 Work Packages (WP) which will:

  • design common strategies and prerequisites for actions based on existent information and analyses
  • build an ICT framework for intermodal transport planning in the region
  • bring strategies and plans onto concrete actions based on groups of key products

The project involves 43 partners from all the countries in the region, except Belarus. But project activities will also include this country and other non-partners.  Also, there are three partners from Russia and they can participate according to Tacis programme conditions. A "High Level Group" will secure mutual understanding and political acceptance.

The project consists of 4 work packages:

WP 1 - Project administration and dissemination of results

WP 2 - Mega trends and strategy

WP 3 - Intermodal toolbox development and deployment

WP 4 - Actions and business development

WP 1 - Project administration and dissemination of results

  • This WP is responsible for the overall project administration and dissemination of project results and includes the following activities like:
  • to enhance strategic leadership and coordination of WP activities
  • to coordinate financial management and accounting
  • to verify cooperation with other projects and organisations, including national authorities and pan-Baltic and European organisations.
  • to secure that the project's activities are communicated to and in compliance with other relevant organisations, projects and strategies.
  • to organise partners' meetings, management group's meetings, project steering committee's meetings, seminars and workshops.
  • to establish reference groups, work groups and networks relevant to for facilitating of project's acievements
  • to offer technical assistance to other WP-s in planning and arranging conferences and seminars, and publishing the reports
  • establishment and running of project website
  • working out overall project reports and dissemination of project results

WP 2 - Mega trends and strategy

WP 2 will form the strategic platform and information base for WP 3 and WP 4.

The main objective - to establish a true and updated picture of present and future strategic challenges, and to bring these to the attention of public decision makers in the EU and in the national capitals. WP 2 will also be the coordinating body for the other WPs and with other on-going projects in the region.

The WP 2 consists of 4 tasks:

1. Inventory and conclusions from former and present projects and compliance with other projects

2. Scenarios and mega trends from EU and EU neighbouring countries and the East-West trade with China

3. TEN issues and Motorways of the Sea

4. Linking the Baltic Sea with the North Sea and with the Barents region

By using existing data and studies, WP 2 can use minimum resources on new analyses (however some complimentary ones may be necessary) and instead, to focus on strategic direction and results to the benefit of WP 3 and WP 4. Thus, WP 2 will  play an integrated part in the activities of these WPs.

WP 2 should also play the role as an integrator between national, regional, supranational level and together with the LP support the High Level Group with material to discuss about the implementation of political issues. WP 2 will also be the coordinator with other projects and it is appointed to be the contact partner to the Maritime Safety Umbrella Organisation.

WP 3 - Intermodal toolbox development and deployment

WP 3 delivers a toolbox of intermodal instruments that support the planning of intermodal corridors and supply chains. Various instruments are included, addressing various planning considerations and needs. The Port / Dry Port toolbox focuses on how the regions can position themselves as logistics hubs in intermodal networks, and is as such more interested in assessment of hard infrastructure decisions. Decision on these matters has to be evaluated in terms of business logics, physical planning (land use, traffic, environment), and social planning (employment, education). The ICT toolbox focuses on how intermodal networks and chains - cutting through individual regions and hubs - can be positioned in a context of cargo flows and transportation networks & services, and is more interested in deploying a soft infrastructure for interlinking regions and actors onto collaborative networks. The decision on these matters has to be evaluated in terms of costs of logistics (including external costs), capacities, lead times and frequency of service. Both types of instruments will go through the same process: starting with a basic solution, detailed development, pilots, and evaluation/dissemination of their use and benefits.

A deployment plan is appointed to safeguard the sustainable use of these instruments beyond the project's lifetime will be developed. The toolbox supports the other WPs in their planning activities, evaluating the potential use, impact and efficiency of specific hubs, corridors, and supply chains. This drives regional development, but also stimulates a global approach to transportation planning and develops collaboration networks between actors throughout the BSR. The potential of linking to sea motorways and intermodal promotion centres will be closely investigated.

WP 4 - Actions and business development

WP 4 will put results from WP2 and WP 3 into concrete actions. This will involve close relationships between public, research and some major business partners, forming PPP networks. WP 4 will address at least 2-3 product groups of interest e.g. forest products, ore/minerals and seafood. Companies related to these groups will be invited to discuss and decide actions. The target is to achieve more effective logistics in the region. Actions should lead to substantial improvements. Result indicators will be better logistics regarding costs, volumes and shift from road to rail and sea. Compliance with other initiatives and programmes and with other WPs will be important. WP 4 will address TEN-T network, emerging East-West corridors and North Sea - Baltic Motorways of the Sea.

If a PPP network finds any ways to implement changes at an early stage in the project, these should be started as pilot projects to demonstrate best practice and try out the concepts. The results will be shared with partners (public and private) in the projects. In each case has to be considered the success criterion for pilot projects. In general, it will be the same as described above (volumes, costs, shift from road etc). There should be at least one pilot project for each group of product.

The PPP network will start with a general conference for all relevant partners. The PPPs in each business sector will start up, and the PPPs will continue their work through separate workshops in order to develop needs and actions within each sector.

To secure compliance, dissemination and coordination, the LP will organise a common venue each 6 months also involving other WPs. A project manager will be assigned to take care of coordination of activities and facilitate the results.
