This three-day workshop will provide an overview of the role and contribution of Public-Private Partnerships (PPPs) in maintaining, upgrading and extending transport infrastructure. The workshop is designed to increase participants' knowledge in several areas, including PPP options and challenges, selection of concessionaires, establishment of regulatory institutions for toll roads, improving governance in transport infrastructure PPP concessions, key success factors for PPP implementation, benefits and risks including traffic forecast risks and impacts on revenues. It will also include practical sessions on the application of the Highway Development and Management (HDM) model for concessionaires to optimize their investments, as well as financial simulation of PPP projects using the PPIAF/World Bank's (WB) Toolkit for PPP in Highways.

The speakers and attendees will share international and local experience in highway PPP projects, including successful and unsuccessful stories. The workshop is organized by the World Bank, in cooperation with the Transport and Telecommunication Institute (TTI), under the aegis of the Latvian Ministry of Transport, Latvian Ministry of Economy, and the Latvian Investment and Development Agency (LIDA).
